TSMC Arizona (Fab 21)
US leading-edge onshoring beachhead
TSMC's Phoenix, Arizona fabs are the single most important on-shoring project for de-risking US AI compute from Taiwan concentration. As of 2025-2026, Fab 21 Phase 1 is producing 4nm at volume and Phase 2 (3nm/2nm) is ramping, but advanced CoWoS packaging still largely stays in Taiwan, so the geographic chokepoint is only partially relieved.
