Levels of Agent Autonomy

Levels of agent autonomy describe how much an AI system decides on its own, from a model that only suggests, to one that runs tools with approval, to one that acts unwatched. There is no single standard; a 2025 paper defines five levels by the person's role: operator, collaborator, consultant, approver, observer. Each step up removes a check and raises what one mistake can cost. Example: a coding agent allowed to edit files but not to deploy.
